Unfortunately this is true. My town uses only stalker equipment. They drive using C/O occasionally and I have witnessed them picking out a car traveling the fastest in the middle of a pack that just took off from a red light.

And I have seen Texas State Troopers use their stalker guns on I/O while driving getting people coming the opposite way(he was driving behind me and my V1 was going on, then off, then on, then off for about 15 minutes. Then he pulled off to the side of the road.

So yes, both are true.
