I don't think the V1 - or other RDs - "leak", per se. They all emit radiation from their antennas, to varying degrees, and that's what is picked up by Spectre, which is designed to read the (rather small) emissions from the RDs. To counteract this, Belscort developed the M3 antenna, which I understand shifts the emissions in a way they won't be detected (any electronics pros here who can comment on the technology?).
There is some info on the GOL site about relative Spectre detection distances, which may be helpful. It's in the 2009 "staged real-world tests" section, at the bottom. The V1s are scattered throughout the pack in terms of detection distances. I'm guessing there's some variability in the detection capability of the Spectre.

Bottom of the page. According to this, they tend to be towards the low rankings when it comes to leaking. Seems they are very inconsistent, whether this is due to engineering, or luck of the RDD, I don't know. So long as you don't travel in an RD banned area it shouldn't be an issue.
I love this thread. I live in NJ and I have never ever seen or heard of a Spectre in use.
