    The laser is active regardless of whether they have the cruise control on or not. It only seems to stop transmitting when the vehicle is stopped (such as at a stoplight).

    I think the system doubles as a brake-assist system, where if it senses an impending collision it pre-charges the brakes so you can stop faster.

    Exactly, I believe it's one of those "collision avoidance" systems like the MBs have. I'm sure you've probably seen those MB commercials where the guy says, "I didn't know the guy in front of me had stopped short, but my Mercedes did." It's like that I guess. I can confirm too that it doesn't shut down only when stopped, but when it's below a certain speed threshold. I don't know what that threshold is however.
