1.3-1.4 Across all channels on a CB is perfectly fine (though not ideal) for a CB's SWR readings. Generally 1.1 is the best one can hope for (Meaning the needle barely moves... if at all... since NO system is 100% efficient 1.0-to-1.0 is virtually impossible to obtain... but for our purposes (assuming no amp or the like) the difference between 1.1 and 1.3 on your SWR readings is negligible.
You are doing this out in the open with nothing (houses/trees/poles etc) within a few hundred feet of you correct? Often times people try to read SWR's in their driveways and what-not and wonder why they have odd readings...
As long as you aren't running a heater/kicker (amp/baby amp)... you will be fine with an SWR of 1.3 (assuming for countermeasure reasons you don't talk much anyways)... The lack of hearing good conversations could just be a lack of them out there... sometimes I can't hear anything for a whole day, then POW at night... 4,5,6+ people jump on a channel as clear as day.
