leo right next to me on the left lane rd went ka 1

HI today a cop followed me all the way to my school, i came up to a red light the undercover cop car was right next to me on the left lane and my rd went to ka 1only. then he went infront of me ka went to ka 3, why didnt it go full when he was right next to me, i meen i could of touch is car if i had to stich my hand out the window, thats how close he was but rd went to ka 1 only and then ka3 after he was in front of me. can somebody tell me whats going on here.

Maybe he had a handheld gun laying on the seat transmitting, or maybe another piece of equipment in his vehicle that caused a Ka false alert...
