As for the second part: when it comes down to it, police could do about anything they want to. If they did something improper, it would be up to you to prove that in court. But so far, I have never heard a report of this happening in the US. BUT, it HAS happened in the UK I believe, someone was charged with "perverting the course of justice" or soemthing...

So what could you do if a cop tried to arrest you for obstucting justice? You'd still have to go to jail and plea your case in front of a judge? What stops them from being asses and "interpreting" it their way.

In most cases in the UK, it is a civilian operating a laser van who will try to do you, so you cannot be done for interfering with police duties etc as they aren't coppers!
My own feeling is that until lots and lots of people have jammers, we should be okay as the law won't change
