That's what I don't get. Yeah one idiot who ran the red light may never run it again cause they got a hefty fine, but that does not mean some other idiot won't run it and have an accident.

I, am sorry but again government faulty logic clouded by how much money they would make. The conclusion would be different if you took money out of the decision process.
I am not sure why the question is not: How do we get these people off out roads. I bet is they plasters all over the news that people were loosing their ability to drive because the ran a light or caused a bad accident you would see a change in behavior or at least the rest of us will be safe.
