So are you looking to program just your own county, or use the Signal Stalker II function to pick up nearby transmissions (ie. a mile or so away)?
The user manual is must to read as far as programming it, but it's absolutely a breeze for newbies to program this device. The learning curve isn't very steep at all.
My biggest tip for highway cruising use would be to set it up with Ch19 trucker's channel in a dedicated playlist. Just go near a truck stop or interstate and use the signal stalker, then when you hear a trucker talking on channel 19 press pause, then save the channel, put it in a dedicated play list, rename the playlist something like "Ch19", and when you're cruising highways and interstates, play that playlist and you'll hear any heads up from the truckers about speed traps you're approaching. It's much better than just using the signal stalker method; cuz there's too much noise and interference with that, and you're constantly hitting skip or turning the volume down. This way you only have to tweak the squelch knob here and there.
Oh, and for the car, make sure you buy a magnetic external antenna for better reception of those trucker transmissions. I got one from radio shack and hear them up to several miles away. Cost me about 27 bucks a couple months ago.

For out of car use, you may wanna pick up the rat shack 800MHz rubber ducky antenna, cuz it's better than the stock.
