MichaelB is dead-on. If they're using I/O radar guns, they'll have them out at arm's length. Sounds like LIDAR to me.

would I have gotten scatter from the people who got shot in front of me or back of me when I passed him with the V1 turned on?

Very improbable. I've not even seen the V1 give reliable (>15%) scatter detection, even though it is the most promising unit to do that, by a long shot.
