If I'm not mistaken, the laser on the Infinities is continuous. The rain on your windshield acts like a lens to focus the laser into the lens of the V1. But, since the rain is random so too is the light that gets focused up into the V1 lens. This is my guess as to why it was going off randomly. I believe it is the same effect as when I use my windshield washers in the sun and having the V1 alert to laser.
As to the full strength alerts, a V1 laser alert is always full strength. Just think of it as an on-off thing. It is either alerting (full strength) or not.
The Infinity laser guided cruise control is not continuous, per se. It's always on, but the actual beam does more of a: transmit for a few seconds, off for a few, transmit for a few, off for a few...

It's a narrow beam aimed forward and low, to sense how far the Infiniti is from the car ahead of it. The randomness of the alerts is due to that beam not always hitting the V1's rear sensor, depending on the following distance, location of V1, any vehicles between you and the Infiniti, anything in your car that might partially block the beam such as the seats, your head, etc. Due to the low aim of the beam, it's basically scatter the V1 is picking up (which is why most other windshield mount detectors don't false on the LCC, they aren't as sensitive to beam scatter).
I think the Infiniti system transmits continuously as long as it's moving. When stopped it doesn't transmit. At least that's what I've observed, as I've never had an Infiniti stopped at a light set off my V1.
